F3 on a GE Monogram oven means the temperature sensor circuit has read open, so the control has lost its measure of the cavity heat. Preheat stalls, the display holds the code, and the oven will not bake reliably because it cannot see what it is doing. Why an Open Sensor Stops the Bake
The oven sensor is a resistance-type probe. As the cavity warms, its resistance rises in a known curve the control follows to hold temperature. If the circuit opens, from a failed probe or a broken lead, the control reads infinite resistance, cannot translate it to a temperature, and posts F3 rather than run the element blind.
